Crime is always rampant, even in the best of societies. However, Skaven society, as can be easily agreed on, is one of the WORST societies ever! Clan Gristlecrack is the one to blame- their troop formations are literal chaingangs, each member is branded and their tails are cut off! If that isn't a sign of being a gang, then it's best not to think of what is.
