• From what I can tell, it seems to be an expression used to denote stupidity, idiocy or similar. Hence why it's usually used to denote something that isn't really smart, but isn't balls-out fucking stupid.

That's exactly why I had to make the edits removing parts of it as an anonymous IP (and even those turned out to be far smaller than I assumed because the editor kept lagging as I tried to make the edits). It was the only way to view or edit the page at all without first taking chunks out of it.
