Strategy: Barbiel's fairly simple - keep range using Accelerated Territory, while alternating between the Precise Blast and his AT arsenal of Teleforce Blast and Kinetic Wave each turn using the two Full Actions granted by the Superior Action trait. To counter him, it's necessary to engage him in melee from multiple directions (or else he'll simply Kinetic Wave any would be attackers away), and even then you run the risk of him simply disengaging as a reaction, and then blasting you with AT powers or fleeing using Accelerated Territory. The best way to achieve victory while minimising EVA damage, then, is to abuse its Blind Plane trait. A-Type Flying EVA equipment is obviously worth its weight in gold for this battle, potentially leaving it helpless if the air transports can get beyond the 45 degrees of skyline to launch airborne EVAs into the safe zone without being shot down on approach. Alternatively, if you can find some way to pin it in one place and then attack it from below or climb upon it and attack from above, again it will be hard pressed to stop you. Attempting to defeat it by conventional means will likely lead to massive damage or even outright defeat.

Scaling for Challenge: Incarnate [BS], AT Erudite [Repulsion], Osmose or Explosive would all be appropriate. Godly is not recommended, as it would not only increase Barbiel's LS to 210 (making him a potential 3rd Impact initiator), but would also grant him Celerity, for a total of 4 Full Actions per combat round. Only a sizeable group (5+ EVAs) of Rank 4 or 5 pilots are likely to stand much of a chance.
