This is bullshit. Average for d3 is 2. How do you can calculate it as 1.5? Whole calculation is pretty simple and stupid: if Meteor give us 2 mw per phase (more precisely, for 2+ it's 5/6*2=1.67), Seismic Assault is equally effective if target has 12 models: 2/(1/6)=12. More exactly, 1.67/(1/6)=10 we need to be in affected unit.
