Officio Prefectus Commissar?

Is the Officio Prefectus Commissar actually a separate thing from regular Commissars or Lord Commissars? I read "Officio Prefectus" as simply being the organisation that all Imperial Commissars belong to (as opposed to PDF Commissars). With the term simply being the copyright-friendly term akin to "Astra Militarum/Imperial Guard" or "Militarum Tempestus/Stormtroopers".
