Is this just a OC Chapter? If it doesn't come from /tg/ or any other important neckbeard-related group, has no background writen and no real presence in the 40k scene, I'm pretty sure making this page is against the rules. hey, the creator here, sorry if it seemingly came out of nowhere, I just wanted to show my work to a broader audience than friends and family, and I apologize if I broke any rules. this article is entirely unfinished and this is long not done. to answer your question, yes I made this up myself when I heard about what will be happening in 8th edition.
