I dunno where you got that information, but that's incorrect. Post impact, 5.56 frags like crazy. Furthermore, the army has again and again ignored the Geneva conventions in terms of weapon usage, so it's unlikely development would be halted by such.
Same reason why Hollow points and dum dum rounds are not allowed under the Hague Convention under "weapons they may cause unnecessary suffering" CITATION 1: WIKI, CITATION 2: Non WIki, that said: ya army would ignore it if need be but I thought it was still worth pointing out that it was illegal, even if I got the exact treaty wrong, Hauge not Geneva whoops on my part.
